It is very easy to put the problem on the players PC

16gb ddr3 of ram
gtx 960m <-- laptop variant of gpu

NO SSD

and somehow i am getting 90 fps without problems? on a 3 year old budget laptop...

It's not just me that has this problem, there are more players with FPS drop!

 

and there are also people who feels a fps boost after a patch

AMD Phenom II X4 2.8GHz
8GB RAM
Nvidia GeForce 730 2GB..

Bro you have low tier AMD processor from 2009, with low IPC and clock. 
Only thing on your PC that is good enough is the RAM. 

That GeForce, omg.. I don't want to sound snobish, but waste of money. 

They can only optimize the game so much, there is much more objects now on the map, more trees, like, your processor just can't handle all that.

Before the upgrade I was playing with great FPS and I was still able to record videos.
 
Another thing, we invest in the game, buy server and this is the support we have when we report a problem?

I'm getting 90+ FPS running everything high except grass is disabled and I got 

16gb ddr3 ram

AMD Phenom II X4 965 black edition (3.4 GHZ quad core)

Zotac GTX 1050 2GB GDDR5

(no ssd but planning to buy one soon)

It could become a decent gaming rig if he overclocks his CPU and has a good clean cpu cooler (not the stock cooler) to prevent from over heating. It also could increase FPS if his internet is good, believe it or not but when my internet was upgraded, my FPS was increased by 20 fps and not just aftermath but other online games as well.

Then you probably have something that is conflicting with the anti-cheat. Try disabling anything that would auto inject like discord.

Sorry, but the game runs good

 

Start upgrading your wood cpus and graphic cards

 

 

my fps around 140 fps all maxed out on 1920 x 1200

I just formatted the PC again, I'll test now!

 

AMD Phenonm II X4 2.8ghz, thats your cpu right?

I remember back then, when i played shattered skies, that i had the same cpu. It were overheating most of the time and have been very slow when it comes to a lot of eniges / open world maps.

 

I would recommend that you get a new mainboard, cpu and graphiccard.

Problem is definitly on your side. And i know not everyone can afford upgrades.

 

However if you want a good and cheap cpu for almost every game that is out now. Then go for an 

 

i5-4690k

 

graphic cards:

 

gtx 970, gtx 1060 or so on. You want a lot of vram when it comes to open world games.

His problem is his processor. Back in the day when I had GTX 1060 6GB and 16GB RAM, along with FX 6100 I had 50-60 fps in Staw, and 100 of average on the rest of the map. 

The moment I went to i7 6700k, with higher core clock and higher IPC, my fps went to above 200 anywhere almost, with dips in Staw to 160-170. This game requires higher IPC, which AMD, especially that old AMD doesn't have.
